Now-a-days when a laptop is purchased from a vendor it is shipped along with Windows 7 operating system installed on it. In 99% cases it is expected that the Windows 7 operating system which is installed on a laptop PC is of 64 bit. In some cases however it can also be of 32-bit which totally depends on the configuration of the laptop. In either case it cannot the expected from any non-technical user that he/she can verify as how many bits of operating system is installed on their laptop PCs.
